Implementation timeline

2026

All companies must be able to receive electronic invoices. Large companies and ETIs must also issue them.

2026-2027

Obligation extended to SMEs, VSEs and micro-businesses.

Following the French government’s abandonment of the Public Invoicing Portal (PPF) in October 2024, using a certified platform (PA) is now the only available route for all businesses.

Accepted e-invoice formats

Electronic invoices must be issued in one of the following structured formats:
– Factur-X (hybrid PDF + XML — recommended for SMEs)
– UBL (Universal Business Language — international standard)
– CII (Cross Industry Invoice — UN/CEFACT standard)

These formats enable automatic processing by certified platforms and transmission to the tax authority (DGFiP).

Frequently asked questions — E-invoicing

Q1 — Who is affected by the e-invoicing obligation?

All French businesses registered for VAT, regardless of size. From 1 September 2026, all businesses must be able to receive electronic invoices, and large companies and ETIs must also issue them. SMEs, VSEs and micro-businesses join the obligation to issue on 1 September 2027.

Q2 — What is a certified platform (PA)?

A certified platform is an entity registered by the French tax authority (DGFiP) to issue, transmit, receive and archive electronic invoices between VAT-registered businesses. It replaces the Public Invoicing Portal (PPF), which was abandoned in October 2024.

Q3 — What is the role of a qualified electronic seal in e-invoicing?

A qualified electronic seal, compliant with the eIDAS regulation, guarantees the authenticity and integrity of each invoice issued. It is the digital equivalent of a company stamp, with legal force recognised across the entire EU. Its application by a certified QTSP such as Signaturit Group, a Namirial Company is one of the core requirements for certified platforms.

Q4 — How long must electronic invoices be retained?

The law requires electronic invoices to be retained for 10 years on an accounting basis (6 years for tax purposes). This retention must ensure the integrity, authenticity and accessibility of the documents — this is known as legally compliant archiving.

Q5 — Which e-invoice formats are mandatory?

Three structured formats are accepted: Factur-X (hybrid PDF + XML), UBL (Universal Business Language) and CII (Cross Industry Invoice). These formats enable automatic processing by certified platforms and transmission to the DGFiP.

Q6 — What are the penalties for non-compliance?

A flat fine of €15 per invoice not correctly transmitted, €750 per non-compliant transmission, capped at €45,000 per year. These penalties apply to certified platforms that fail to meet their e-invoicing obligations.
