The Council of Europe, the international organisation created to promote democracy, protect human rights and the rule of law, has signed an agreement with the Spanish legaltech Signaturit to develop a project to integrate electronic signatures into its own digital management tools.

Compliance with the legal requirements of the elDAS regulation and the capacity to offer and facilitate all signature modalities: simple, advanced and qualified, have been the determining factors in the choice of Signaturit, over other providers, by the Council of Europe. In addition, the legaltech company is customer centric, which means that it has designed a customised solution that meets the needs of the European organisation.

The use of e-signatures continues to grow, not only in private companies, but also in public bodies. A year ago, the Council of Europe contracted Signaturit ‘s services to digitise the signing of documents through the web platform. But this time the international organisation wanted to go a step further and undertake a new project to integrate electronic signatures via API with the aim of reaching 100,000 signatures by the end of the year. The implementation of the tool has started with 200 users, and the forecast is to close the year with 700.

The fact that the Council of Europe has relied on Signaturit’s electronic signature to take on new challenges is, without a doubt, a privilege for us, which places us even more as leaders in electronic signatures in Europe. Our technological solution not only provides the necessary legal guarantees, but also speeds up and increases the efficiency of the signing process. Not to mention improving the signatories‘ experience’, according to Sergio Ruiz, president of the Signaturit Group.

The Council of Europe ‘s goal is to become a more efficient body that reconciles innovation, regulation and environmental protection. To achieve this goal, the organisation has initiated a project to digitally transform its document signing and archiving processes with Signaturit. The bodies and departments that already have electronic signatures or are about to implement them are the European Directory for the Quality of Medicines and Health Services; the European Convention on Human Rights; and Eurimages, the Council of Europe’s cultural support fund.

To achieve digitisation, the Council of Europe has set itself a number of technological challenges. These include improving signatory processes and ensuring the traceability of each signature. In addition, as not all signatories are digital natives, they needed an intuitive digital solution, to make the transition from traditional to digital as natural and simple as possible.

Digital technologies are changing people’s lives, from the way we communicate to the way we live and work. That is why we at the Council of Europe want to undertake this process of digital transformation of signature processes with Signaturit’s tailor-made solution, and thus streamline management for the benefit of all Europeans,’ explains Alain Miele, head of technological innovation at the Council of Europe.

This is an ambitious project that marks a further step in the Council of Europe’s digitisation strategy. With the integration via Signaturit’s API, the signature tool is fully customised so that it adapts perfectly to all of the Council of Europe’s management processes. The agreement with the international organisation has favoured the start of conversations with other European public bodies in order to promote their digital transformation thanks to electronic signatures.
